Qiu Zhenyu, a Taiwan professor teaching in Turkey and one of the initiators of the "Taiwan Reyhanlı World Citizen Center," returned to Taiwan on the 5th. Together with the Metaverse Business Applications Center (established by InOne Technology and Hongyi International, a listed company), they held a press conference for the exclusive authorization of public welfare NFT.
Qiu Zhenyu shared the challenges faced in executing refugee assistance and establishing the first shelter. One crucial issue was the lack of fundraising tools and channels to connect with international platforms for resources. Through the "Public Welfare NFT - Taiwan Center WEB 3 Fundraising Plan," Taiwan, which may find it challenging to directly participate in humanitarian aid activities, now has a significant opportunity. The establishment of the Taiwan Center received strong support from celebrities, including director Wu Nien-jen. On the day of the press conference, representatives from the Control Yuan and the National Human Rights Commission, including Commissioner Fan Hsun-lu and legislator Lin Ching-yi, were present.
The center of Taiwan is located on the Turkish-Syrian border and has been attacked by suicide bombers nearby.
Qiu Zhenyu mentioned that the second phase of the Taiwan Center's construction was completed in the summer of this year, serving 500 Syrian refugees and 200 Turkish women. The aim is to continue expanding the service capacity, with plans to assist 2,000 local women in the future.

In the current NFT fundraising initiative, Xue Wei-li, the chairman of Join it, the technology provider for NFT fundraising, mentioned that through blockchain technology, donations differ from traditional methods. Donors can track the usage of each donation, even down to the construction of a specific project or a wall. He emphasized that through the tamper-proof and unforgeable nature of blockchain technology, the entire process of executing charitable funds for the Taiwan Center in Turkey is recorded.
The "Taiwan Reyhanlı World Citizen Center," built by Taiwanese individuals on the Syria-Turkey border, is set to implement a renewable energy system (solar/wind) and a water resource recovery system by the end of the year. This initiative aims to transform it into the world's first "100% net-zero" refugee camp.
The Ministry of Foreign Affairs pays for the initial construction costs and relies on Taiwanese to raise funds for operations.
In response to the refugee crisis resulting from the Syrian civil war, Taiwanese individuals in Reyhanli, Turkey, initiated the construction of an activity center called the "Taiwan Center" in 2017. In the initial stages, the project received support from the U.S. government and project funds from the Taiwan Ministry of Foreign Affairs. Subsequently, crowdfunding efforts, in collaboration with crowdfunding advisory company BeCandle, were launched in 2021 under the project "Hope Land Amid the Syria-Turkey Conflict" to secure operational funds. The first fundraising campaign successfully raised over TWD 16.9 million, used for the construction of the second phase of the "Taiwan Center," which comprises 52 units and serves purposes such as emergency refugee resettlement, women's employment, and children's education.
The center currently employs two Taiwanese individuals and 20 local refugees. The "Public Welfare NFT" fundraising project leverages blockchain technology's tamper-proof features, ensuring security, transparency, and trust. It provides a novel platform for conveying charitable values, aligning with applications in ESG (Environmental, Social, and Governance) and CSR (Corporate Social Responsibility) corporate scenarios.
