President Tsai Ing-wen met with the winners of the 5th Golden Ship Award yesterday (15). Among them, the winner in the Service Innovation category is Xue Weili, the chairman of Innergy Tech, who suggested installing soundproof panels on highways and expressways using aesthetically pleasing solar panels. These panels would not cause light pollution or reflection issues and could also serve as colorful solar panels for government promotions or artistic installations.

Chairman Xue Weili responded to the instructions from Deputy Minister of Transportation Chen Yanbo and others by offering suggestions. Considering the government's advocacy for the 2050 Net Zero Home policy and the United Nations ESG goals, he proposed that the government could effectively utilize solar panel resources to increase the proportion of domestically produced net-zero green energy. This approach could address the issue of Taiwan relying on imports for 98% of its energy and alleviate the financial burden on the national treasury.
Chairman Xue Weili proposed the use of solar panels and suggested that the government should establish a carbon trading platform to promote net-zero initiatives. Considering the impact of the EU's carbon tariffs in 2026 and the need for Taiwan to address trade concerns, he recommended further increasing the proportion of solar panels and their applications.
Given Taiwan's limited space, population density, and the issues related to dust affecting flat solar panels, as well as concerns about visual impact, light pollution, and impact on the cityscape, he proposed a solution using patented transparent coatings on "painted solar panels." These panels offer advantages such as overcoming space limitations, vibrant colors, no light pollution, low dust retention, and easy cleaning. They can be used for artistic installations, brand exposure, public relations, and government promotion to accelerate the generation of green energy toward achieving the goal of a net-zero home.
With the policy of banning fuel-powered cars by 2040, electric vehicles will require more power support to prevent accidents on highways and in mountainous areas. Taiwan can emulate the United States' practice of installing solar soundproof panels on highways. By combining painted solar soundproof panels with energy storage systems, it can provide charging for electric vehicles and road lighting at night. This approach also solves the reflection issues of traditional panels, enhancing road safety.
Amid the threat of the pandemic, consumer behavior has shifted to online shopping, and inflation has tightened people's budgets, making it difficult for offline department stores and convenience stores to operate. Chairman Xue Weili suggested that solar panels be integrated with self-service kiosks or used to create solar-powered mobile charging stations. This could reduce business labor costs, increase customer retention rates, stimulate consumption to promote economic growth, and prevent business closures that might trigger economic and unemployment cascading effects.
In July, a power outage occurred at the Yilan Night Market, highlighting the issue of outdated power facilities in Taiwan's night markets. Xue Weili suggested using solar energy to create an environmentally friendly night market district. Ideas include solar signs storing energy during the day and generating power at night, as well as painted solar-powered trash bins providing a resting area with phone charging facilities. Not only could this serve as an eco-friendly benchmark for other business districts, but it could also be recognized as a United Nations ESG sustainable tourism destination, stimulating tourism in Taiwan.
Xue Weili stated that painted solar panels could address the impact on ecology, aesthetics, and reflection issues when traditional solar panels are installed in scenic areas and hotel accommodations. He encouraged compliance with the government's green energy and carbon credit policies by introducing painted solar panels with locally themed patterns, creating unique cultural and tourist attractions.
